Michael Roth is a Senior Counsel to Bond Conway Law Firm and is a former partner with the Ice Miller law firm’s Illinois offices. Michael has a practice focus in the areas of commercial and governmental transactions, real estate use and development.

Michael has more than 40 years’ experience representing local governmental bodies such as municipalities, counties and special districts as well as businesses, landowners and tenants. Michael has represented owners and developers in complex land developments (including complex residential, commercial, office, industrial, open space, wetlands, floodplains, landfills, transfer stations, quarries, cell towers and franchising). Michael has a wealth of experience in growth-related municipal financing and exactions. Michael also provides regulatory, contract and litigation work in land-related utility and tax matters. While serving as municipal attorney for many Illinois communities, including as City Attorney for the City of Naperville, Illinois, Michael has handled virtually all of the land use development and regulatory work including litigation. Michael has authored many comprehensive ordinances, articles relating to real estate and local regulations, and Michael has been appointed legal counsel to many agencies and committees over the years.

Michael has substantial experience in zoning/land use, intergovernmental transactions, public/private partnerships, and state and local taxation and has represented clients in matters such as residential, commercial, office, and industrial development; open space, wetlands, floodplain, landfill, transfer station, quarries, cell towers regulation; eminent domain; annexation; land subdivision; and growth-related municipal financing and exactions.  Michael has a wealth of experience in special remedy litigation such as injunctions, declaratory judgments, mandamus, quo warranto and statutory litigation; and in administrative proceedings, that can provide his clients with a practical, real-world perspective.
