For over 28 years, Sarah Kallas has developed extensive experience in local government law, providing effective legal counsel to municipalities and other local government units, including boards and commissions, on a wide range of legal matters. The breadth of Sarah Kallas’s experience includes advising local governments on governance and compliance concerns, such as the Open Meetings Act (OMA) and the Freedom of Information Act (FOIA); land use, zoning, and development, including Tax Increment Finance (TIF) Districts, and Special Service Areas; contracts and procurement; public finance and taxation; and election law.
Sarah Kallas serves as a local prosecutor of municipal code violations and defends local governments in administrative and judicial proceedings. She also has extensive experience with administrative adjudication and administrative judgment enforcement. Sarah Kallas’s litigation practice includes appellate advocacy involving brief writing and presenting legal analysis in appeals related to municipal matters.
Sarah Kallas has extensive experience drafting and reviewing intergovernmental agreements, resolutions, ordinances, procurement policies, and other legal documents essential to the operation of local governments. She also provides legal analysis on the implications of legislation and court rulings, helping municipalities adapt policies and procedures to remain compliant with evolving laws.
In addition to general client representation, Sarah Kallas serves as a Special Assistant State’s Attorney for DuPage County, primarily for the County’s Election Division.
